PAC 2 Meeting

The meeting opened with Self Introductions.

Announcements: David Harris is the Chairman for “National Night Out.”

David presented valuable information for this worthy event that happens the first Tuesday in August every year. He gave us ways to make it elaborate or keep it simple. It is very important that the Police are informed as to the Plans of each Neighborhood so they can plan their visitations. He presented information on Project 365. You identify a deficient area in your neighborhood and you take steps to perfect it before next year. Carriage House in Old Farm was a troublesome spot and this has been cleaned up completely.

“Safety In Numbers” Pre –NNO Kickoff for Neighborhood Coordinators will be held Saturday, July 24, 10:00-Noon, at the Police Headquarters Parking Lot.

The May 2010 PAC-2 Newsletter also provided information regarding a non-profit organization, The National Association of Town Watch, which is also a crime and drug prevention program available. http://nno.org/natw/media/forms/natw_membership_form.pdf.

COMMUNITY CONCERNS:

Representative for Azalea Park Apartments: We are ready to host our first National Night Out.

Oxford Manor reports a drive by shooting. Residents have made some progress in cleaning up the neighborhood but much more work to be done. Anyone who sees anything, please speak up. The trend is not going well at Oxford Manor with drug deals being made in areas where lots of kids play. This must be a top priority as there is no where else for these children to play.

Cynthia Mebane-Watts reports that after working so hard for the WEED-SEED program, it was not funded in this year’s budget. She will reapply for the Bragg Town area.

Hampton Forrest, aka British Woods – still have a problem with the area of trees and bushes on private property at this apartment complex. It is private property but illegal drug traffic goes on there. The Police contacted the property owner and encouraged them to clean up this area. Several people volunteered to go help clean up this area because the owner is not going to do anything. Bill Anderson will get involved with this and the Police are continuing to work on this.

Kudos to Daryl Hedgespath for getting gang graffiti cleaned up quickly.

DEPARTMENTAL UPDATES:

Durham Parks and Rec: Audrey Gill and Amanda Johnson reports on upcoming programs. They handed out brochures and magazine of upcoming events. Renovation on the Edison Johnson facility is proceeding nicely and a “sneak preview” will be available on June 9 and will reopen on June 14, 2010. The Concert series will be held this summer.

PROGRAMS:

Jim Soukup, 911 Director presented information on new technology Pictometry that is available on all 911 calls. Pictometry is an aireral view of area involving and surrounding the location of the emergency called in to 911. It is better than Google in that it allows specific location using longitude and latitude. It can pinpoint the exact location based on identifying markers at the location. They are working on getting this to display in the Police cars as well.

He also reminded us to dial 911 for all suspicious activity and anytime there is any doubt to always dial 911. When reporting an emergency always report as many details as possible. If a scene is unfolding, start at the top and work to bottom. Describe in details what the person is wearing and if vehicle as much information as possible, i.e. Color, Year, Make, Body style, Additional info & License plate, CYMBAL. Remember you will never get a busy signal when you call 911.

HAMMONDS & HAMMOND BAIL BONDSMAN

Mr. Hammond was with Police Dept for 11 years and has been a Bondsman for 25 years.

Mr. Woods was present and has been President of Bail Bondsman in NC for many years.

The concept of getting someone out of jail on Bond began in the 12th Centruy and the Sheriff was in charge of this. Bonding is done on a State-by-State basis. Bounty Hunting is against the law in North Carolina. The main purpose of the Bondsman is to make sure the defendant shows up for Court. If they do not show up, the Bondsman can be required to pay the court the entire amount of the Bail.

This was a very interesting program and there were so many questions, time ran out. We were fortunate to see though just how this works and the purpose of Bond. They are governed by the Legislature in each State.

Election: May is the month in which we elect officers for PAC2. There are two Facilitators, secretary and Treasurer. We have no money so a Treasurer is not necessary. The Terms are for 2 years.

Co-Facilitator Bill Anderson has another year to serve. Cheryl Shiflett, Co-Facilitator ends her two years. There were no nominations from the floor and no volunteers. Cheryl was asked to stay on for another 2 year term and she accepted. There were no objections. Carolyn Best finished a 2 year term and she cannot stay on. We will need to elect a secretary, since there was no nomination nor volunteer. Final elections will be concluded at the June Meeting.
